According to the Russian Association of Lawyers, a system of self-exclusion may appear in the country in the near future. It will allow citizens to ban themselves from gambling in land-based casinos and betting shops all slots.
Vladimir Gruzdev, the official representative of the Russian Association of Lawyers, commented on the proposed initiative: "The basis of the new draft law is a special mechanism by which the citizens can refuse to participate in gambling activities. If a user gets on the stop-list, he will be prohibited to spend his money on games in all gambling establishments in Russia, including casinos and betting shops. There are a number of ways to get on the self-exclusion list. The first is as a result of a citizen's personal appeal and application. The second is after a court order, on the basis of which the responsible authorities put a person on the register and prohibit him/her from gambling business. If the court finds a person incapacitated or totally incapacitated, the application can be drafted and submitted for consideration by the guardians or custodians.
Gruzdev added that relatives also have the right to put a player on this list if the court finds grounds for such action.
He also noted that the court has the right to make a decision to restrict the legal capacity of a person, if it is found that he has a craving for gambling, drinking alcohol and drugs, which caused the deterioration of the financial situation of the family.
According to statistical information, 837 citizens were declared incompetent by the court in 2020. Accordingly, once the bill to implement the system is passed, these people may be prohibited from taking part in gambling.
It is important to note that it is possible to withdraw one's application for inclusion in the list of self-excluded from participation in the gambling industry only one year after a citizen has been put on the advisory stop-list.
